Cooper was born on August 25, 1884 in Detroit, Michigan. He attended Detroit public schools and graduated in 1906 from Alma College. He obtained his Ph.D. degree from the University of Chicago in 1911. In 1915 Cooper joined the faculty at the University of Minnesota.
